Britain and France Plan to Send Military Personnel to the Country in the event that a Peace Deal is Agreed

The London and Paris have signed a declaration of intent concerning the positioning of troops in Ukraine in the event a peace deal be made with Moscow, the Prime Minister of Britain, Keir Starmer, has announced.

Following negotiations with Ukraine's allies in the French capital, he noted that the two nations would "establish defense centers throughout Ukraine and erect fortified installations for arms and equipment" to prevent any potential invasion.

The partner countries also put forward that the US would play the primary role in verifying a halt in hostilities.

Moscow has on multiple occasions stated that any external forces in Ukraine would be considered a "valid objective", but has so far not issued a statement on this recent announcement.

Context and Continuing Conflict

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Russian forces presently controls roughly 20% of Ukrainian territory.

"This is a vital part of our commitment to support Ukraine for the foreseeable future," remarked the UK Prime Minister.

Heads of state and senior officials from the "Allied Coalition" took part in the recent discussions.

Speaking at a combined announcement, the Prime Minister noted: "It paves the way for the juridical structure under which allied and coalition forces could work on Ukraine's territory, protecting Ukraine's skies and seas, and regenerating Ukraine's armed forces for the time to come."

The British leader also stated that Britain would participate in any US-led confirmation of a potential ceasefire.

Protection Pledges and Diplomatic Positions

Senior US negotiator Steve Witkoff said that "lasting safety pledges and strong prosperity commitments are critical to a permanent resolution" in Ukraine – mentioning a central demand made by the Ukrainian government.

Witkoff noted the allies had "largely finished" their work on establishing such assurances "to ensure the Ukrainian people know that when this war ends, it ends forever."

Donald Trump's son-in-law, US President Donald Trump's special envoy, also was involved in the discussions.

At the same time, French President Emmanuel Macron stated that Ukraine's partners had made "significant progress" at the meeting.

He noted that "strong" defense assurances for Kyiv had been agreed in the case of a possible ceasefire.

Ukrainian President Volodymyr Zelensky commented that a "significant advance" had been made in the talks, but added that he would only consider efforts to be "enough" if they led to the cessation of the fighting.

Recently, Zelensky indicated a peace deal was "largely prepared". Finalizing the remaining 10% would "decide the future of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the forefront of unresolved issues for diplomats.
  • Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any concession over how to conclude the war.
  • The Ukrainian President has to date excluded ceding any territory, but has proposed that Ukraine could withdraw its forces to an designated point – but only if Russia reciprocates.

Moscow presently holds approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The areas form the industrial region of Donbas.

The earlier US-led comprehensive proposal that was widely leaked to the media last year was seen by Ukraine and its partners in Europe as being strongly biased in Moscow's direction.
